A Delaware state senator wants to install "panic exits" in schools that would allow for a rapid escape in the case of an emergency.

Republican state Sen. Dave Lawson says escape doors in ground-floor classrooms would be a better safety solution than school lockdowns.

"A lockdown places the children in much more danger," Lawson said in a statement to WDDE-FM. "They're locked in a room where they're at the mercy of an assailant. This is the problem, they're trapped. With an escape door they would be out of the danger zone in seconds."

Lawson, a retired state police officer and gun-rights advocate, is introducing a resolution to "expedite research" into funding for installing such doors, which would only open from the inside, WDEL-AM reports. A decision on the resolution "needs to be done quickly, to safeguard our kids," Lawson told The News Journal.

In response, Delaware Gov. Jack Markell's office issued the following statement to The News Journal:

Any suggestion to improve school safety merits consideration and the Governor has said that access to mental health services, improved school safety planning, and stricter gun laws should all be addressed in the coming months.? We hope Senator Lawson is similarly open minded about limiting the availability of assault weapons and other reasonable gun safety measures that protect our children.

C. African Republic president seeks foreign help

(AP) ? The president of Central African Republic on Thursday urgently called on France and other foreign powers to help his government fend off rebels who are quickly seizing territory and approaching the capital, but French officials declined to offer any military assistance.

The developments suggest Central African Republic could be on the brink of another violent change in government, something not new in the history of this resource-rich, yet deeply impoverished country. The current president, Francois Bozize, himself came to power nearly a decade ago in the wake of a rebellion.

Speaking to crowds in Bangui, a city of some 600,000, Bozize pleaded with foreign powers to do what they could. He pointed in particular to France, Central African Republic's former colonial ruler.

About 200 French soldiers are already in the country, providing technical support and helping to train the local army, according to the French defense ministry.

"France has the means to stop (the rebels) but unfortunately they have done nothing for us until now," Bozize said.

French President Francois Hollande said Thursday that France wants to protect its interests in Central African Republic and not Bozize's government. The comments came a day after dozens of protesters, angry about a lack of help against rebel forces, threw rocks at the French Embassy in Bangui and stole a French flag.

Paris is encouraging peace talks between the government and the rebels, with the French Foreign Ministry noting in a statement that negotiations are due to "begin shortly in Libreville (Gabon)." But it was not immediately clear what, if any, dates have been set for those talks.

French Foreign Minister Laurent Fabius, meanwhile, spoke via phone with Bozize, asking the president to take responsibility for the safety of French nationals and diplomatic missions in Central African Republic.

U.S. officials said Thursday the State Department would close its embassy in the country and ordered its diplomatic team to leave. The officials spoke on condition of anonymity because they were unauthorized to discuss the evacuation publicly.

The United Nations Security Council issued a press statement late Thursday reiterating its concern about the situation in the country and condemned the attacks.

"The members of the Security Council reiterate their demand that the armed groups immediately cease hostilities, withdraw from captured cities and cease any further advance towards the city of Bangui," the statement reads.

Bozize's government earlier reached out to longtime ally Chad, which pledged to send 2,000 troops to bolster Central African Republic's own forces. But it was unclear if the Chadian troops had all arrived, and even then, it is far from certain if the combined government forces could withstand rebel attacks.

At least four different rebel groups are involved, though their overall numbers could not immediately be confirmed.

Central African Republic, a landlocked nation of some 4.4 million people, is roughly the size of France. It has suffered decades of army revolts, coups and rebellions since gaining independence in 1960 and remains one of the poorest countries in the world.

The rebels behind the most recent instability signed a 2007 peace accord allowing them to join the regular army, but insurgent leaders say the deal wasn't fully implemented.

Already, the rebel forces have seized at least 10 towns across the sparsely populated north of the country, and residents in the capital now fear the insurgents could attack at any time, despite assurances by rebel leaders that they are willing to engage in dialogue instead of attacking Bangui.

The rebels have claimed that their actions are justified in light of the "thirst for justice, for peace, for security and for economic development of the people of Central African Republic."

Despite Central African Republic's wealth of gold, diamonds, timber and uranium, the government remains perpetually cash-strapped. Filip Hilgert, a researcher with Belgium-based International Peace Information Service, said rebel groups are unhappy because they feel the government doesn't invest in their areas.

"The main thing they say is that the north of the country, and especially in their case the northeast, has always been neglected by the central government in all ways," he said.

But the rebels also are demanding that the government make payments to ex-combatants, suggesting that their motives may also be for personal financial gain.

Bozize, a former military commander, came to power in a 2003 rebel war that ousted his predecessor, Ange-Felix Patasse. In his address Thursday, Bozize said he remained open to dialogue with the rebels, but he also accused them and their allies of financial greed.

Those allies, he implied, are outside Central African Republic.

"For me, there are individuals who are being manipulated by an outside hand, dreaming of exploiting the rich Central African Republic soil," he said. "They want only to stop us from benefiting from our oil, our diamonds, our uranium and our gold."

The Gannett-owned Journal News, headquartered in White Plains, N.Y., used the Freedom of Information Act to obtain information on some 44,000 registered handgun owners in Westchester, Rockland, and Putnam Counties, just north of New York City. It then published that information online over the weekend using Google Maps to show exactly where those gun owners live.

In the wake of the Sandy Hook school shooting, gun ownership is a touchy subject ? politically and socially ? and the decision by The Journal News to obtain and publish such information has drawn sharp and critical response.

In a blog post headlined ?Intimidation,? Ben Shapiro at Breitbart.com warned that ?publishing the names and addresses of gun owners makes them more vulnerable to robbery when they aren?t at home, since criminals will know where the guns are.?

Other critics have suggested that the published information also points to the addresses that don?t have registered handguns ? perhaps making them more of a target for armed criminals. ?It reveals to criminals which homes *are not* protected by a firearm,? tweeted conservative talk-show host Tammy Bruce.

Many commenters on Facebook and other social media weighed in, some publicizing the names and home addresses of Journal News editors and reporters.

TORONTO -- Dwindling pension benefits are forcing many Canadians to rethink how they'll spend their golden years, but that doesn't necessarily mean giving up their dreams of a sun-soaked retirement.

Some experts say with proper planning, uprooting to an exotic locale can actually help cash-strapped seniors stretch their retirement dollars.

Aside from milder temperatures, they say many of the destinations favoured by Canadians -- including parts of Mexico, Panama and Costa Rica -- offer another advantage prized by those on a fixed income: a lower cost of living.

"It's sometimes assumed that an international retirement vision or lifestyle is something that wealthy people pursue," said Rod Burylo, a Calgary-based financial adviser specializing in international retirement.

"The reality is... some people retire to Mexico because it's so darn cheap," he said.

"One could reason, therefore, that if the economy suffered and their finances suffered, they may be more inclined to retire to Mexico because... they could have a better quality of life than they could have here."

Many Canadians are having to make tough financial choices -- including prolonging their careers or downsizing their homes -- in preparing for retirement as debt-ridden governments and companies scale back benefits.

While financial considerations alone are rarely enough to prompt a drastic change of scenery, they often play an important role in the decision-making process, according to a recent survey by the BMO Retirement Institute.

The survey by one of Canada's largest banks found more than 70 per cent of Canadians aged 45 or older have given thought to where they want to live out their golden years.

But it also found that while many fantasize about retreating to faraway lands, just over 10 per cent of respondents said they were willing to follow through and leave Canadian soil.

"I think you get people moving abroad for two reasons," said Brian Burlacoff, a financial adviser with Sun Life Financial.

"You get a proportion of people who do want to spend time very purposely outside of Canada -- snowbirds, for example, in Florida or Arizona -- (and) they have a plan for that," he said.

"But the other group that you get moving away are people that have no plan and they're kind of drawing at straws because they have to find a place that's less expensive to live in order to carry out their retirement objectives."

That kind of "reactive" move, he said, is similar to trading a downtown Toronto lifestyle for a more affordable one in a neighbouring suburb.

But unlike a simple hop across municipal borders, crossing national boundaries can have serious tax and health-care implications, he warned.

And even regions where the average day-to-day costs are low can drain the savings of those without a clear budget plan, he said.

A guidebook published by the Department of Foreign Affairs lays out the potential pitfalls for those looking to retire abroad, from the loss of Canadian citizenship or residency -- and the resulting loss of health coverage -- to the intricacies of foreign tax systems.

"Many developing countries lack the resources to collect taxes on foreign-source income, so they compensate by imposing high consumption taxes or import duties," the document reads.

"Make sure you take into account all taxes, duties and fees, as well as the withholding taxes you will pay on income originating in Canada."

Burlacoff and Burylo both recommend consulting an adviser who understands the specific challenges involved, and keeping in touch throughout the preparations and after the move.

At 61, Kerry Strayton believes he's still up to a decade away from retirement, but that hasn't stopped the Richmond, B.C., resident from getting a head start on his plans to retire abroad.

He's already "actively researching" possible destinations for him and his wife, such as Colombia, Uruguay and Thailand -- places with a pleasant climate and a thriving cultural scene, that he says are accessible enough that their son and daughter will be able to visit.

Moving seems like a necessity for the couple, who Strayton says will have to live off their savings and his wife's "small, very modest" pension, given that his employer doesn't offer a pension plan of its own.

He estimates it would cost roughly $1,500 a month in one of his chosen destinations to keep the same standard of living that would cost $2,500 in Richmond.

"To be honest, living in this part of the country in particular, which is very, very expensive, it's hard to see how we would manage to have at least some kind of reasonable lifestyle," he said.

Many unknowns remain: For one thing, the couple hasn't decided whether to make a permanent move or take the more popular snowbird route.

But with several more years of squirrelling away savings ahead, the pair has some time to figure it out.

And in the meantime, Strayton said, they'll be checking out the top contenders to see which one could eventually become their new home.

Venezuela's Chavez "improves slightly" after surgery: official

CARACAS (Reuters) - Venezuelan President Hugo Chavez's condition has "improved slightly" after a cancer operation in Cuba, the information minister said on Monday, amid doubts over whether the former soldier is in good enough health to continue governing.

"The patient has shown a slight improvement in his condition," Venezuelan Information Minister Ernesto Villegas said during a terse televised statement, adding the president has maintained contact with family members.

Chavez has not been heard from in two weeks following a fourth operation for an unspecified type of cancer in the pelvic region. The government has said he suffered post-operatory complications including unexpected bleeding and a lung infection, but offered few details about his actual condition.

His death, or even his resignation for health reasons, would upend the politics of the South American OPEC nation where his personalized brand of oil-financed socialism has made him a hero to the poor but a pariah to critics who call him a dictator.

His allies are now openly discussing the possibility that he may not be back in time to be sworn in for his third six-year term on the constitutionally mandated date of January 10.

Opposition leaders say a delay to his taking power would be another signal that Chavez is not in condition to govern and that fresh elections should be called to choose his replacement.

They believe they have a better shot against Chavez's anointed successor, Vice President Nicolas Maduro, than against the charismatic president who for 14 years has been nearly invincible at the ballot box.

But a constitutional dispute over succession could lead to a messy transition toward a post-Chavez era.

Maduro has become the government's main figurehead in the president's absence. His speeches have mimicked Chavez's bombastic style that mixes historical references with acid insults of adversaries.

Opposition leader Henrique Capriles, who lost to Chavez in the October presidential vote, slammed Maduro in an interview published on Sunday for failing to seek dialogue with the opposition at a time of political uncertainty.

"Maduro is not the one that won the elections, nor is he the leader," Capriles told the local El Universal newspaper. "Because Chavez is absent, this is precisely the time that (Maduro) needs help from people (in the opposition camp)."

Chavez has vastly expanded presidential powers and built a near-cult following among millions of poor Venezuelans, who love his feisty language and social welfare projects.

The opposition is smarting from this month's governors elections in which Chavez allies won 20 of 23 states. They are trying to keep attention focused on day-to-day problems from rampant crime to power outages.

NRA: Public wants armed guards in every school

WASHINGTON (AP) ? National Rifle Association executive Wayne LaPierre says the American people think it would be "crazy" not to put armed guards in every school, as the group has suggested in the wake of the massacre at an elementary school in Newtown, Conn.

LaPierre also contends that any new efforts by Congress to regulate guns or ammunition would not prevent mass shootings.

LaPierre's comments on NBC's "Meet the Press" reinforced the position that the largest gun-rights lobby took on Friday when it broke its weeklong silence on the shooting rampage at Sandy Hook Elementary School.

That stand has described by some lawmakers as tone-deaf.

    SEATTLE (AP) ? U.S. Immigration and Customs Enforcement reached its highest number yet of companies audited for illegal immigrants on their payrolls this past fiscal year.

    Audits of employer I-9 forms increased from 250 in fiscal year 2007 to more than 3,000 in 2012. From fiscal years 2009 to 2012, the total amount of fines grew to nearly $13 million from $1 million. The number of company managers arrested has increased to 238, according to data provided by ICE.

    The investigations of companies have been one of the pillars of President Barack Obama's immigration policy.

    When Obama recently spoke about addressing immigration reform in his second term, he said any measure should contain penalties for companies that purposely hire illegal immigrants. It's not a new stand, but one he will likely highlight as his administration launches efforts to revamp the nation's immigration system.

    "Our goal is compliance and deterrence," said Brad Bench, special agent in charge at ICE's Seattle office. "The majority of the companies we do audits on end up with no fines at all, but again it's part of the deterrence method. If companies know we're out there, looking across the board, they're more likely to bring themselves into compliance."

    While the administration has used those numbers to bolster their record on immigration enforcement, advocates say the audits have pushed workers further underground by causing mass layoffs and disrupted business practices.

    When the ICE audit letter arrived at Belco Forest Products, management wasn't entirely surprised. Two nearby businesses in Shelton, a small timber town on a bay off Washington state's Puget Sound, had already been investigated.

    But the 2010 inquiry became a months-long process that cost the timber company experienced workers and money. It was fined $17,700 for technicalities on their record keeping.

    "What I don't like is the roll of the dice," said Belco's chief financial officer Tom Behrens. "Why do some companies get audited and some don't? Either everyone gets audited or nobody does. Level the playing field."

    Belco was one of 339 companies fined in fiscal year 2011 and one of thousands audited that year.

    Employers are required to have their workers fill out an I-9 form that declares them authorized to work in the country. Currently, an employer needs only to verify that identifying documents look real.

    The audits, part of a $138 million worksite enforcement effort, rely on ICE officers scouring over payroll records to find names that don't match Social Security numbers and other identification databases.

    The audits "don't make any sense before a legalization program," said Daniel Costa, an immigration policy analyst at the Economic Policy Institute, a Washington, D.C., think tank. "You're leaving the whole thing up to an employer's eyesight and subjective judgment, that's the failure of the law. There's no verification at all. Then you have is the government making a subjective judgment about subjective judgment."

    An AP review of audits that resulted in fines in fiscal year 2011 shows that the federal government is fining industries across the country reliant on manual labor and that historically have hired immigrants. The data provides a glimpse into the results of a process affecting thousands of companies and thousands of workers nationwide.

    Over the years, ICE has switched back-and-forth between making names of the companies fined public or not. Lately, ICE has emphasized its criminal investigations of managers, such as a Dunkin' Donuts manager in Maine sentenced to home arrest for knowingly hiring illegal immigrants or a manager of an Illinois hiring firm who got 18 months in prison.

    Many employers also wonder how ICE picks the companies it probes.

    "Geography is not a factor. The size of the company is not a factor. And the industry it's in is not a factor. We can audit any company anywhere of any size," Bench said. He added ICE auditors follow leads from the public, other employers, employees and do perform some random audits.

    But ICE auditors hit ethnic stores, restaurants, bakeries, manufacturing companies, construction, food packaging, janitorial services, catering, dairies and farms. The aviation branch of corporate giant GE, franchises of sandwich shop Subway and a subsidiary of food product company Heinz were among some of the companies with national name recognition. GE was fined $2,000.

    In fiscal year 2011, the most recent year reviewed by AP, the median fine was $11,000. The state with the most workplaces fined was Texas with 63, followed by New Jersey with 37.

    The lowest fine was $90 to a Massachusetts fishing company. The highest fine was $394,944 to an employment agency in Minneapolis, according to the data released to AP through a public records request.

    A Subway spokesman said the company advises franchise owners to follow the law. A Heinz spokesman declined comment.

    Bench didn't have specifics on what percentage of fines come from companies having illegal immigrants on their payroll, as opposed to technical paperwork fines in recent years.

    Julie Wood, a former deputy director at ICE who now runs a consulting firm, said she'd like to see the burden of proving the legality of a company's workforce go from the employer to the government. She'd like to see a type of program, such as E-Verify, be implemented with the I-9 employment form. E-Verify is a voluntary and free program for private employers that checks a workers eligibility.

    "At the end of the day, the fine is the least of it," she said. "Usually the company will spend more on legal fees. But it is a huge headache for the company to lose workers."

    Wood said she'd like to see the agency go after more criminal charges and focus on companies that treat workers inhumanely.
