?Russia?s latest salvo in a long battle against alcohol abuse by its citizens is a sweeping ban on all alcohol advertising in media outlets. It?s likely to have an unforeseen victim: the country?s small but booming wine culture.

Russian governments have fought the country?s age-old culture of hard drinking for more than a century. A 2011 global report by the World Health Organization (WHO) on alcohol abuse cited Russia and its neighbors as the hardest-drinking countries in the world. Now, provoked partly by a rising tide of youthful beer binge drinking, the government is cracking down on what it sees as an important public health issue.

Few observers think Russia?s newly emerging and increasingly sophisticated fine wine scene was in the sights of the legislature, the Duma, when it enacted the advertising ban last summer. Nonetheless, the law, which took effect Jan. 1, has had an impact. It makes no distinction between beer, wine and spirits. All advertisements are banned in both traditional and online media, and state authorities have warned the ban may be applied to the editorial content of wine publications and newspaper wine columns.

?Wine is not one of the hit targets of the government ? yet,? said Spiros Malandrakis, an analyst of the global drinks markets for Euromonitor International, a London-based market research firm. ?They mostly focus on hard liquor and beer, but the law makes no distinction.? Beer in particular has been a sore point, and to stem the tide of its growth among young people (Russia?s legal drinking age is 18), the government in recent years has doubled excise taxes, limited hours of sale and, as of January, outlawed sales from sidewalk kiosks.

According to WHO?s 2011 study, the average Russian drinks the equivalent of about 15.7 liters of pure alcohol per year?65 percent more than in the U.S. Nearly two-thirds of the alcohol consumed comes from hard liquor, one third comes from beer and only 1 percent from wine?.

Philadelphia opera co.: New name, new vision

PHILADELPHIA (AP) ? The Opera Company of Philadelphia is getting a name change that officials say is in better harmony with its move toward more innovative programming and greater diversity in its repertoire.

The company said Tuesday it will now be known simply as Opera Philadelphia. The new name and logo will appear on all of its brochures and ads.

The announcement was made in conjunction with the unveiling of the 2013-2014 season.

The company plans to continue bringing opera to new audiences with surprise "pop-up" concerts in famous Philadelphia locations. Past performances at a downtown Macy's and the Reading Terminal Market have received millions of views on YouTube.

Opera Philadelphia says it has five new operas in development and aims to present challenging contemporary works along with classics like "Carmen" and "La Boheme."

Egypt clashes spill into landmark Cairo hotel

CAIRO (AP) ? Looters broke into a Nile-side luxury hotel in the Egyptian capital early Tuesday, taking advantage of clashes in the streets outside to trash shops and the lobby before police and demonstrators alerted via social media drove them out, a hotel spokeswoman said.

The break in, which happened despite the presence of hundreds of riot police nearby, cast another cloud over Egypt's flagging tourism industry. Once a key source of foreign revenue, tourism has been hard hit by waves of political turmoil and street violence that have dogged the country since the uprising that toppled longtime autocrat Hosni Mubarak in 2011.

Egypt's latest unrest erupted around Friday's second anniversary of the revolt, and the Semiramis InterContinental, which overlooks Cairo's landmark Tahrir Square, has been on front line of clashes between riot police and rock-throwing youths since then.

Around 2 a.m. on Tuesday, dozens of people forced their way into the hotel, sacking stores inside its shopping plaza and smashing glass and furniture in the lobby.

"Looters had tried several times to break in over the past two days, but when protesters beat back police on Monday night they operated with impunity," said Nabila Samak, a spokeswoman for the hotel.

When appeals to police failed to end the incursion, Samak said she started contacting journalists and calling for help on social media.

"We r under attack and several thugs have entered the Semiramis ... We need help," she wrote on the hotel's Twitter account in the first of several pleas.

Help finally arrived in the form of security forces and protesters, who drove the looters out about two hours after they broke in, she said.

On Tuesday, broken glass, fallen chandeliers, and papers lay scattered across the lobby, and the sting of tear gas still hung in the air. Workers wearing surgical masks swept up the debris as men welded steel plates to block the main entrance to the hotel, which is now closed.

Security officials who declined to be named because they were not authorized to brief reporters said police had foiled an attempted robbery by 12 masked gunmen they suspect were criminals using the street clashes as cover. AP television footage shows protesters trying to arrest some of the thieves.

Once an opulent stomping ground for elites in the first half of the 20th century, the Semiramis and neighboring Shepheard Hotel have both been rebuilt since and now rely heavily on foreign tourists.

Outside the Semiramis on Tuesday, riot police guarded the main entrance but street battles showed no signs of abating as fire bombs and tear gas canisters traced arcs in the sky. The nearby U.S. Embassy suspended public services.

The fresh wave of unrest roiling Egypt is likely to further stifle tourism, which has traditionally been one of the country's main economic pillars ? along with revenues from fossil fuel sales and the Suez Canal.

From January through November 2012, 10.5 million tourists brought some $9.37 billion to Egypt, Tourism Minister Hesham Zazoua said in December, when he expected total annual tourist numbers to reach 11.5 million. But December figures, yet to be announced, will likely bear the impact of the recent violence.

The numbers pale in comparison to pre-revolt levels. In 2010, 14.7 million tourists brought in some $12 billion in revenue.

Cool, new views of Andromeda galaxy

Jan. 28, 2013 ? Two new eye-catching views from the Herschel space observatory are fit for a princess. They show the elegant spiral galaxy Andromeda, named after the mythical Greek princess known for her beauty.

The Andromeda galaxy, also known as Messier 31, lies 2 million light-years away, and is the closest large galaxy to our own Milky Way. It is estimated to have up to one trillion stars, whereas the Milky Way contains hundreds of billions. Recent evidence suggests Andromeda's overall mass may in fact be less than the mass of the Milky Way, when dark matter is included.

Herschel, a European Space Agency mission with important NASA contributions, sees the longer-wavelength infrared light from the galaxy, revealing its rings of cool dust. Some of this dust is the very coldest in the galaxy -- only a few tens of degrees above absolute zero.

In both views, warmer dust is highlighted in the central regions by different colors. New stars are being born in this central, crowded hub, and throughout the galaxy's rings in dusty knots. Spokes of dust can also be seen between the rings.

One view, seen at http://www.jpl.nasa.gov/spaceimages/details.php?id=PIA16682 , is a mosaic of data from Herschel's Photodetecting Array Camera and Spectrometer (PACS) and spectral and photometric imaging receiver (SPIRE).

The second view, seen at http://www.jpl.nasa.gov/spaceimages/details.php?id=PIA16681 , shows data from only the SPIRE instrument, which captures the longest of wavelengths detectable by Herschel.

Herschel is a European Space Agency cornerstone mission, with science instruments provided by consortia of European institutes and with important participation by NASA. NASA's Herschel Project Office is based at NASA's Jet Propulsion Laboratory, Pasadena, Calif. JPL contributed mission-enabling technology for two of Herschel's three science instruments. The NASA Herschel Science Center, part of the Infrared Processing and Analysis Center at the California Institute of Technology in Pasadena, supports the United States astronomical community. Caltech manages JPL for NASA.

(AP) ? The Senate Foreign Relations Committee on Tuesday swiftly and unanimously approved President Barack Obama's choice of Sen. John Kerry to succeed Hillary Rodham Clinton as secretary of state.

By voice vote, the panel approved the nomination of the five-term Massachusetts Democrat, who has been a member of the committee for 28 years and led it for the past four. The full Senate planned to vote Tuesday afternoon.

Kerry did not attend the session in the ornate diplomatic room in the Capitol. In his absence, Democrats and Republicans praised him and remarked on his extensive grasp of the issues during his confirmation hearing last Thursday.

"Long-winded," joked Sen. John McCain, R-Ariz., a Kerry friend who had introduced the senator at that hearing.

Sen. Bob Menendez, D-N.J., who succeeds Kerry as committee chairman, said the senator would be a "formidable secretary of state."

Obama chose Kerry, 69, the son of a diplomat, decorated Vietnam veteran and 2004 Democratic presidential candidate, to succeed Clinton, who is stepping down after four years. The senator had pined for the top diplomatic job that went to Clinton after Obama's 2008 election.

Kerry has served as Obama's unofficial envoy, soothing relations with leaders in Afghanistan and Pakistan.

The ease with which the Senate is acting on Kerry's nomination is certain to disappear with Obama's two other national security nominees ? former Sen. Chuck Hagel, a Republican nominated for defense secretary, and John Brennan, Obama's pick for CIA director.

Hagel faces strong opposition from some of his former GOP colleagues who question his support for reductions in the nuclear arsenal and cuts in defense spending. Lawmakers also have questioned whether he is sufficiently supportive of Israel and strongly opposed to any outreach to Iran.

Democrats have rallied for Hagel, and he has the announced support of at least a dozen members in advance of his confirmation hearing on Thursday. Six Republicans have said they would vote against him, with some opposing Obama's choice even before the president's announcement.

Brennan faces questions from the GOP about White House leaks of classified information and from Democrats about the administration's use of drones.

Sen. Lindsey Graham, R-S.C., threatened to block the nomination of both men until he gets more answers from the Obama administration about the deadly assault on the U.S. diplomatic mission in Libya that killed Ambassador Chris Stevens and three other Americans.

Graham, who earlier this month signaled he would delay Brennan's pick, said in an interview Monday night with Fox News' "On the Record" the he would "absolutely" block Hagel unless Defense Secretary Leon Panetta testifies about the attack in Benghazi, Libya.

Clinton testified for more than five hours last Wednesday before the House and Senate, but that wasn't sufficient for Graham.

"Hillary Clinton got away with murder, in my view," he said. "She said they had a clear-eyed view of the threats. How could you have a clear-eyed of the threats in Benghazi when you didn't know about the ambassador's cable coming back from Libya?"

Senate Armed Services Committee Chairman Carl Levin, D-Mich., told reporters Tuesday that a hearing with Panetta on Libya is planned though the date was uncertain. Graham welcomed that news and said he would not thwart a committee vote on the nomination.

"Happy as a clam, news to me," he said.

As a White House emissary, Kerry has tamped down diplomatic fires for Obama. He also has stepped ahead of the administration on a handful of crises. He joined McCain as an early proponent of a more aggressive policy toward Libya, pushing for using military forces to impose a "no-fly zone" over Libya as Moammar Gadhafi's forces killed rebels and citizens.

He was one of the early voices calling for Egyptian President Hosni Mubarak to step down as the revolution roiled the nation two years ago.

During his tenure, Kerry has pushed for reducing the number of nuclear weapons, shepherding a U.S.-Russia treaty through the Senate in December 2010, and has cast climate change as a national security threat, joining forces with Republicans on legislation that faced too many obstacles to win congressional passage.

He has led delegations to Syria and met a few times with President Bashar Assad, now a pariah in U.S. eyes after months of civil war and bloodshed as the government looks to put down a people's rebellion. Figuring out an end-game for the Middle East country would demand all of Kerry's skills.

The selection of Kerry closes a political circle with Obama. In 2004, it was White House hopeful Kerry who asked a largely unknown Illinois state senator to deliver the keynote address at the Democratic convention in Boston, handing the national stage to Obama. Kerry lost that election to President George W. Bush. Four years later, Obama was the White House hopeful who succeeded where Kerry had failed.

Kerry would be the first man to fill the secretary of state job since Colin Powell eight years ago. Condoleezza Rice served as secretary of state in President George W. Bush's second term, and Clinton has held the post in Obama's first term.

Use of tax havens by U.S. global companies on the rise: report

WASHINGTON (Reuters) - U.S.-based global companies are increasingly shifting profits into tax havens like Bermuda and Switzerland, a government report said, a finding likely to fuel debate over the taxes corporations pay and their flexibility in locating profits.

The Congressional Research Service analyzed profit data from multinational companies and compared reported profits and other business activity in lower-tax jurisdictions versus higher-tax countries like the United Kingdom and Canada.

Among the findings: American multinational companies reported 43 percent of their overseas profits in the tax havens studied - Bermuda, Ireland, Luxembourg, the Netherlands, and Switzerland - in 2008, the most recent year data was available.

At the same time, these same companies hired only 4 percent of their foreign workforce and made just 7 percent of their foreign investments in these same countries.

"By all indicators examined in this report, profit shifting has generally trended upward over time," the report, dated January 18 said.

The analysis found this trend increasing since 1999.

CRS, a nonpartisan research arm of Congress used by lawmakers, analyzed data compiled by the Bureau of Economic Analysis, a unit of the Commerce Department that collects economic data from non-financial companies with foreign affiliates.

U.S.-based corporations have griped for years about paying what is now the steepest corporate tax rate among all industrialized countries. At the same time, U.S. companies do tend to enjoy more generous tax breaks, including deductions and various loopholes.

To address this, President Barack Obama and Republicans alike advocate trimming the top 35 percent corporate tax rate, while scrubbing the code of favored tax breaks.

Most Republicans back moving to a 25 percent tax rate, while Obama has called for a 28 percent top corporate rate.

TAX HAVEN OR REASONABLE RESPONSE?

The consumer group Citizens for Tax Justice said the report proves that companies are manipulating their financial reporting to avoid U.S. tax.

The report acknowledged that the high U.S. tax rate gives an incentive for companies to move profits abroad.

"If companies did not respond to tax rates that would be surprising," said Will McBride, an economist with the Tax Foundation, which backs lower business tax rates.

But McBride took issue with the report's assumption that cutting the corporate rate would hurt tax revenue, arguing that the right tax rate would generate additional revenue, offsetting that effect.

Source: French, Malians reach Timbuktu in rebel-held north

BAMAKO/SEVARE, Mali (Reuters) - French and Malian troops advancing against Islamist rebels in northern Mali have reached Timbuktu, the fabled Saharan trading town occupied last year by al Qaeda-allied fighters, a Malian military source said on Sunday.

"They've gone past Niafounke and since yesterday evening are at the gates of Timbuktu," the source, who asked not to be named, told Reuters in Bamako. The French and Malians had not so far encountered any resistance from the rebels at Timbuktu.

The source said the advancing troops had paused outside to prepare a strategy for entering the town, a labyrinth of ancient mosques and monuments and mud-brick homes, and for flushing out any Islamist fighters who might still be hiding inside.

The United States and Europe are backing the U.N.-mandated Mali operation as a counterstrike against the threat of radical Islamist jihadists using the West African state's inhospitable Sahara desert as a launching pad for international attacks.

Following relentless French air strikes against Islamist rebel positions and vehicles, the fast-moving French-led military offensive in Mali on Saturday seized Gao, the largest town in the north which had also been held by the rebels.

Malian and French officials said the mayor of Gao, Sadou Diallo, who had taken refuge in Bamako during the Islamist occupation, had been reinstalled at the head of the local administration while French, Malian, Chadian and Nigerien troops secured the town and the surrounding area.

As the French and Malian troops push into northern Mali, where another major Saharan town, Kidal, also remains in rebel hands, African troops from a continental intervention force expected to number 7,700 are being flown into the country, despite delays due to logistical problems.

GOP senators will oppose Va electoral change

RICHMOND, Va. (AP) ? A Republican-backed bill to convert Virginia's winner-take-all method of apportioning presidential electors to one that awards electors one-by-one by congressional districts is likely doomed for the year.

At least two GOP state senators say they oppose the bill. That would leave it short of the majority it needs in a Virginia Senate where Democrats and Republicans hold 20 seats apiece.

Virginia's General Assembly is the first of several Republican-ruled legislatures from Wisconsin to Pennsylvania ? states President Barack Obama won last fall ? to address such legislation. Democrats denounce it as a Republican election-rigging scheme.

Republican Sen. Jill Vogel said she'd oppose the measure in a Senate committee Tuesday and on the floor should it get that far. GOP Sen. Ralph Smith of Roanoke also will oppose it.

'Miracle On Ice' jersey going to auction in NYC

NEW YORK (AP) ? Mike Eruzione's sensational winning goal against the Soviet hockey team at the 1980 Winter Olympics will forever be remembered as the "Miracle On Ice" ? perhaps the greatest sporting moment of the 20th century.

More than a generation later, the 58-year-old Eruzione is parting with his iconic No. 21 USA jersey, hockey stick and other Olympic paraphernalia. Dallas-based Heritage Auctions is selling the items in New York on Feb. 23, the day after the 33rd anniversary of the historic game.

The white jersey alone is expected to fetch more than $1 million, but sports memorabilia experts think it could go considerably higher.

"It's history as much as it is sports," said Phil Castinetti, owner of Sportsworld in Saugus, Mass., which bills itself as New England's largest sports memorabilia store.

"It was back when the Americans were all amateurs and playing against a professional Soviet team that was supposedly unbeatable. It was the Cold War. ... The Americans were big underdogs. It was a worldwide event that was incredible," Castinetti said.

The auction record for any piece of hockey memorabilia is $1.2 million, set in 2010 for the jersey Paul Henderson wore when he scored the winning goal in the 1972 Summit Series against the Soviets.

Unlike Olympians of today, Eruzione, who was captain of his team in Lake Placid, N.Y., received no lucrative endorsements. But he said he's not hurting financially and is selling the prized items to help out his three adult children and grandson.

"I thought this would be a great little nest egg for them for their future with their kids," he said in a telephone interview, adding the memorabilia had languished in his USA hockey bag in the attic of his Winthrop, Mass., home, ever since that memorable day.

Eruzione said the auction proceeds from his collection will also benefit his Winthrop Foundation founded in his hometown, just outside Boston.

The team beat the Soviets 4-3 after Eruzione scored what would be the winning goal with 10 minutes left in the semifinal game. Two days later, the team clinched the gold when it beat Finland. The Soviets won the silver medal.

"As long as I'm alive, the gold medal won't be sold," said Eruzione, who is director of special outreach at Boston University and a partner in a nutritional supplement business that includes several other ex-Olympians, including gymnasts Nadia Comaneci and Bart Conner.

"The medal is what it's all about," Eruzione said. "That's what we played for."

But the sale does include "Miracle On Ice" forward Steve Christoff's gold medal, estimated to bring $400,000. He was the only player on the gold medal team to score multiple points and the first player from the "Miracle On Ice" team to be drafted and go to the NHL, playing for the Minnesota North Stars and the Los Angeles Kings.

It's estimated that Eruzione's hockey stick will sell for $50,000. In addition, he is selling the blue jersey he wore when he won the gold, estimated at $200,000, and the glove and warm-up suit he wore to the podium when he accepted the gold, both estimated to bring $10,000.

"Unlike any other sports collectible, I can see Eruzione's collection and Christoff's gold medal finding their way into people's home who are not necessarily sports fans, because this was patriotic. They made movies and documentaries about this," said Howie Schwartz, CEO of Grandstand Sports in New York City, a sports and entertainment memorabilia venture that has had exclusive deals with the "Miracle On Ice" team over the years for autographed merchandise and appearances.

"It was the biggest upset in sports history," he said. "In my eyes, Eruzione's collection is a seven-figure sale, as is Christoff's gold medal."

Eruzione said he hopes whoever buys his pieces will appreciate them as much as he has.

"It was a special, proud moment," he said. "It was not just a great moment for me and my teammates, but a great moment for the United States."

Frontman for LA band charged with $6M loan fraud

LOS ANGELES (AP) ? Robert Mawhinney gave the appearance that his fledgling band, Lights Over Paris, was successful. He enlisted rapper The Game for one of his videos, traveled around the world and had a customized tour bus emblazoned with the group's name on its side.

But federal prosecutors said Mawhinney's fortunes were built on fraud because he bilked more than $6 million in loans from banks by providing them fake documents that claimed he was a millionaire.

Authorities said Friday the 30-year-old singer was charged with making a false statement in a loan application and faces up to 30 years in prison if convicted. He's scheduled to be arraigned Feb. 11.

Over a nearly two-year period, beginning in August 2009, Mawhinney sought and obtained four loans from Comerica Inc. totaling about $6.2 million, according to court documents. He provided statements that claimed he had nearly $8 million in assets, but it turned out his account had only about $10,000, authorities said.

Loan officers even visited a recording studio in Burbank to determine if Mawhinney was creditworthy. There, the singer said he was a successful ghostwriter for various artists and sought the loans to finish a recording room in the studio, among other expenses, court documents show.

During that time, the band released an EP "Turn Off the Lights," which appeared on Billboard's Heatseeker Albums chart. The band also produced a video entitled "I'm Not A Gangsta," in which Mawhinney is riding shotgun in a Rolls Royce driven by The Game.

Prosecutors said Mawhinney attempted to pay off of some of his loans with proceeds he received from earlier payouts, but he eventually defaulted.

Mawhinney, who used the stage name Robb University, apparently lived the rock star lifestyle. He lived in a 35-story luxury high-rise located in downtown Los Angeles, took trips to the Caribbean, Europe and South America, and purchased a luxury tour bus that cost more than $750,000.

The front of the bus, once featured in Limo Digest, resembles the nose of an airplane and the vehicle is equipped with exterior awnings that, when expanded, look like wings.

Mawhinney was arrested at Miami International Airport earlier this month after returning from a trip to Buenos Aires.

He was being held without bond after a U.S. magistrate judge determined he posed a flight risk. Prosecutors said Mawhinney had sent hundreds of thousands of dollars to Cyprus but didn't elaborate.

Mawhinney's attorney, Jerry Kaplan, declined comment.

Prosecutors said that two brothers who ran a recording facility and worked with Mawhinney have agreed to plead guilty to conspiracy to commit loan fraud.

Matt Salazar, 29, and his brother, Jason Salazar, 28, acknowledged they provided false documents to three banks to obtain about $1.7 million in loans for their music business, according to court documents.

Mawhinney used the Salazars' studio to bolster his own fraudulent loan applications, prosecutors said.

The Salazars face a maximum of five years in prison.

(AP) ? With his rants against the EU and gay rights, Vaclav Klaus has been no stranger to controversy in his 10 years as Czech president. But one of his final acts in power ? a sudden prisoner amnesty ? has backfired so badly he's being accused of treason.

His portrait has been torn down in anger in schools and offices across the country in a rapidly evolving scandal that has cast a shadow over this weekend's presidential election and tainted the post which, while largely ceremonial from the grandeur of Prague Castle, is seen to carry moral weight. It could also swing the outcome of the runoff vote that began Friday.

To mark the country's 20th anniversary of independence on Jan. 1, Klaus used a traditional tool of Czech presidents and ordered the release of more than 6,000 inmates serving short prison terms. But what really infuriated many Czechs was that the decree also halted court proceedings in several high-profile fraud cases and financial scams on the grounds he wanted to stop "endless criminal proceedings."

The opposition suspects his main motive may be to protect people close to his inner circle, a claim he vehemently denies.

The controversy has touched a raw nerve in a nation that threw off communism in 1989 and has become increasingly angered by widespread corruption. Czechs, voting Friday and Saturday to elect a new president to replace Klaus, are waking up every day to new names of pardoned felons and shocking tales of people who ripped off thousands.

Bronislava Kupkova, now 86, took out a loan of 2 million koruna ($104,000) from a bank in 1995 to buy a house she never got. She had to work till she was 82 to pay the money back. And the culprits are among those pardoned.

"It's injustice ... it's not right. But tell me: what can an ordinary person who has never stolen anything and had to work all the time do about it?" Kupkova told the AP. The amnesty means her chance to seek any compensation is "close to zero," she said.

The frustration at Klaus, who polarized the public with his strident views on Brussels, gays and global warming, has mushroomed.

And his legacy ? as the economics professor who oversaw the transition to free markets in the 1990s ? will now most likely be rewritten.

A businessman supported by 17 non-governmental organizations called on the Senate on Wednesday to file impeachment charges against Klaus in order to "renew the confidence of citizens in the rule of law."

Almost 35,000 people backed the call online in less than two days. And a group of 30 senators has challenged Klaus' decree at the Constitutional Court.

Only the Senate has the power to file treason charges at the Constitutional Court. The senators plan to discuss next month what steps to take. Klaus' final term ends in March.

"We need to know the view of the highest legal authority in the country ? whether this amnesty, its content, is in line with the Constitution," said Alena Gajduskova, deputy speaker of the Senate who filed the challenge and called Klaus' move "unacceptable."

Both candidates in this weekend's election runoff have distanced themselves from the amnesty.

Karel Schwarzenberg, a bow tie-wearing aristocrat, is a sworn enemy of Klaus and has been at odds with the current prime minister, Petr Necas, who co-signed the decree. Schwarzenberg accused Necas of failing to warn the government about what was coming. Left-winger Milos Zeman, the other candidate, is supported by Klaus but has said the amnesty should only have applied to people for humanitarian reasons.

The prisoner release has come as a major blow for tens of thousands of fraud victims who have been seeking compensation for damages, including Kupkova.

"It's terrible," said Hana Marvanova, a lawyer who represents about a hundred people who lost their money in a bogus housing scheme. "They have a feeling of total lawlessness."

Three managers in that case have already been cleared. They promised to build homes for a thousand people but made off with the funds worth about $100 million.

"It took years to investigate what it was all about and this is the result: the perpetrators have support at the top levels in the country. It's impossible to explain that to them," said Maranova, a former anti-communist dissident.

Klaus has dismissed the criticism, calling it a "wave of hysteria" and an attack on him by his enemies.

That has not helped.

"Vaclav Klaus is leaving his office in the worst possible way," said an editorial in the Lidove Noviny daily.

The deputy leader of the opposition Social Democrats, Lubomir Zaoralek, said the amnesty is a sign that "the state stands behind organized crime." Zaoralek, who says several presidential advisers have links to some of those covered by the pardon, asked Klaus to reveal who drafted the document for him. His request was rejected.

As the Czech president occupies a largely ceremonial post, the right to grant amnesty seems inappropriate to many. But there are precedents.

During his presidency, Vaclav Havel, a much-loved dissident playwright who helped topple communism, used it three times. In 1990, he ordered the release of some 23,000 prisoners in an attempt ? criticized by the public then ? to draw a line under more than 40 years of communism that ended in the 1989 peaceful Velvet Revolution.

But to free those charged with corruption is the last straw in a country that has taken an increasingly hard line against graft.

Many Czechs have been showing their indignation with corruption in unusual ways. CorruptTour, a travel agency established last year that organizes trips to places linked to corruption, has been doing a roaring trade under its slogan: "the best of the worst."

Some 40 people joined the tour Thursday, braving piercing cold, frost and snow. They burst into laughter when Eva Cechova, a tour guide, quipped in front of the presidential office that the amnesty was "the biggest achievement of Klaus' presidency."

Vanda Koleckova, a 23-year-old student, was among them. She said she hopes the constitutional court overturns the decree.

"It's very Czech to make fun of the unbelievable scope of corruption," she said. "Humor is a way for us Czechs to deal with that."

Genes provide clues to gender disparity in human hearts

Jan. 24, 2013 ? Healthy men and women show little difference in their hearts, except for small electrocardiographic disparities. But new genetic differences found by Washington University in St. Louis researchers in hearts with disease could ultimately lead to personalized treatment of various heart ailments.

Generally, men are more susceptible to developing atrial fibrillation, an irregular, rapid heartbeat that may lead to stroke, while women are more likely to develop long-QT syndrome, a rhythm disorder that can cause rapid heartbeats and sudden cardiac death.

While prior studies have clearly established differences in the development of heart disease between men and women, very few studies had looked at the molecular mechanisms behind those differences in human hearts.

Igor Efimov, PhD, the Lucy and Stanley Lopata Distinguished Professor of Biomedical Engineering in the School of Engineering & Applied Science at Washington University in St. Louis, and a former doctoral student, Christina Ambrosi, PhD, analyzed 34 human hearts looking for genetic differences that might explain gender differences in heart disease.

The team took advantage of the unique opportunity at the university to obtain failing human hearts at the time of transplantation from Barnes-Jewish Hospital and non-failing hearts unsuitable for transplantation from Mid-America Transplant Services, a St. Louis-based organ procurement service.

The team screened for 89 major genes in electrophysiology, ion channel subunits, calcium handling proteins and transcription factors important in cardiac conduction and in the development of arrhythmia and the left atria and ventricles in human hearts.

"What was striking in this study is that we expected very large gender differences in expression of genes in the ventricles, but we did not find such differences," says Efimov, also a professor of medicine, of radiology and of cell biology and physiology at Washington University School of Medicine. "Unexpectedly, we found huge gender differences in the atria."

The results showed that women with failing hearts have a weaker system of gene expression than men -- males showed overall higher expression levels of nearly all of the 89 genes than women.

Women showed particularly lower atrial expression levels of several important genes encoding for potassium channels, including Kv4.3, KChIP2, Kv1.5 and Kir3.1. In fact, the atria of women with heart disease had less than half of the KChIP2 mRNA than atria in men.

Results of the research were published in PLOS ONE.

Efimov says while there are still many questions that need to be answered to explain these molecular differences, one factor that could be contributing to the difference is estrogen.

"When women have the highest levels of estrogen, they are least vulnerable to arrhythmia -- women are protected by estrogen," he says. "But after menopause, women develop atrial fibrillation at the same rate as men. We don't understand this and need to study this in humans."

Another potential factor is circadian rhythm, Efimov says.

"Humans are much more likely to die suddenly from heart disease early in the morning, between 5-7 a.m.," he says. "In the cardiac system in mice, it has been shown that there is an oscillation of gene expression, so certain genes expressed at 5 a.m. could be different by threefold at 5 p.m."

Efimov says the study on human hearts is unique to Washington University, as much cardiac research elsewhere is done mostly in animal models. In the future, the team would like to expand the research into pediatric hearts, taking advantage of Washington University's leading pediatric heart transplant program to learn more about pediatric physiology.

Chicago warehouse faces collapse after firefighters put out flames

CHICAGO - Thick sheets of ice left on a Chicago warehouse are threatening to collapse the building after firefighters twice had to beat back flames there during a frigid cold spell.

The abandoned warehouse at the intersection of 37 th and Ashland in Chicago's Bridgeport neighborhood burst into flames on Tuesday night. Firefighters succeeded in putting out the blaze - one of the city's biggest in decades - but it reignited a little more than a day later.

All the water poured onto the building meant more ice on the structure because of the frigid temperatures that have hit the city in recent days. All the ice has put more weight on the five-story warehouse.

"The last few days have been really tough. It's been really cold and really wet," Peter Vandorpe of the Chicago Fire Department told ABC News' Alex Perez.

"This is one of the most dangerous stages of the operation," he said. "The building is weak. The building has a lot of ice on it. The fire is still burning in areas that we can't get to. Everybody's tired. Everybody's cold. And part of it ? is there isn't a lot of activity here. So the less active you are, the colder you get. You get numb, you get cold, it's hard to concentrate and that makes it dangerous. It doesn't look dangerous, but it is."

Vandorpe said frostbite was a key concern for him and his crew.

"We're standing out here in the middle of the day, we're not completely covered, and you can do that for a little while, but it'll sneak up on you," he said. "You'll get frostbite on your ears, your nose, your lips, places like that before you realize it. So we've got to keep an eye on our guys. Otherwise, you know, they won't be paying attention. They're focused on the task that they're doing.

"It's not what you can take. It's not about how tough you are," he said. "It's what your body can take, parts that you can't monitor or you can't pay attention to.

"Slips increase," he added, "falls increase, the frostbite increases, your body has to work hard just to keep yourself warm, so you're going to get fatigued faster."

When the fire first broke out on Tuesday, approximately 50 fire companies and 170 firefighters reportedly headed to the scene, about a third of the city's fire department.

The cause of the fire is now under investigation. No injuries have been reported.

Chicago has been hit by the bitterly cold weather sweeping the Midwest in the past few days. The temperature has been below freezing since Tuesday, with wind chills as low as 16 below zero.

What s/he is really saying, in geek-speak, is that his/her working memory is taxed, and writing is the most complex academic skill required. S/he has to multi-task in a way that his/her brain is not chemically wired to do. So she needs assistance.

Parents are often the default editors and revisers of their children?s writing. This role is enhanced after middle school, when 5-paragraph essays are worshiped like sacred statues in ancient mosques. Since teachers don?t have the time to sit down and do one-on-one tutoring? (which is what all the teacher training suggests they should be doing with no consideration for the time restraints, but that is another story), parents pick up the slack.

Most teachers refer to the 3 body paragraphs of a 5-paragraph essay as ?The Magic of 3.? In my work teaching students to write, I?ve discovered that The Magic of 3 is actually much more than just a framework for essays. It is a tremendously useful strategy to enhance many aspects of the writing process.

The Magic of 3 offers a model for speaking, and writing, that is common among multiple professions, including law, public speaking, journalism, and even sports. On the TV and in movies, lawyers in a courtroom typically make 3 arguments. A typical football practice will likely have a warm-up, 3 main drills, and a cool-down. Three just seems to be a magic number.

So how can you use the Magic of 3 to support your child when s/he struggles with writing? There are many strategies to becoming a skilled writer, and many ?right? ways to write. Below, I offer suggestions to help using the Magic of 3. But remember, this is NOT a Rule of 3 ? part of the magic is in figuring out what works for your child!

Magic of 3 Writing Strategies

1) ?? Sentence Builders. When your child needs to improve word retrieval, sentence development, and ease with writing, you can try to make the following exercise fun by challenging him/her to create single, unrelated sentences using 3 of the following prompts (we call these ?Ws and How? words) in each sentence. Note, my example uses all 5, but your child only has to choose 3.

Ws & How Words: When, Who, How, Why, Where

Example: After the long wedding (when), Marta (who) raced home in a flash (how) to feed her dog (why), who was waiting on the porch (where).

2)??? Conjunctions. When kids are stuck, have them use one of the three most common conjunctions in the middle of a sentence, with a full sentence on either side of the conjunction. This is commonly known as a compound sentence.

Conjunctions: and, but, so

Example: ?I really like soccer. I get to do a lot of skill practice. It is all year round.

Improvement: Soccer is a way to improve different skills, and you can practice and play year-round.

3)??? Topic Sentences. When your child is struggling with a writing assignment ? especially if s/he is frozen at the prospect of writing a topic sentence ? help your child come up with 3 different options for a topic sentence (or thesis statement). Once you demonstrate that any of the three topics would work, then choose one for the essay. This prevents topic sentence phobia and the perfectionism behind it, and reinforces the idea that there is no single right way to write.

4)??? Powerhouse Verbs and Adjectives. During the revising process, if your child?s writing seems flat (or ?wimpy,? as some of my middle schoolers call it), it is likely missing some powerhouse verbs and interesting adjectives. Use the following guideline during the editing process:

Guideline: For every 3long sentences*, include at least 3 strong emotion or action verbs and 3 adjectives, which can be as simple as color or number words. They can be distributed in any way, across the 3 sentences. Each sentence does not need one. It?s easy to find examples of powerhouse verbs in award-winning novels such as Newbery books.

Example: We went to the water park yesterday and my favorite slide was a long, long one. ? My brother was scared. It was hot and we all had fun then went home.

Improvement: We played all day at the water park and slid down a lot of slides. My favorite one was a long one called ?Geronimo? and it was the fastest, so my brother hung onto me as we skidded down. We beat the heat by staying in the water all day.

Verbs: played. slid, hung, skidded, beat, staying

Adjectives: favorite, long, fastest

While some kids find freedom in the writing process, others find frustration. ?Why can?t writing be more like math, with its correct answers?? These kids want specific rules for constructing a sentence. The Magic of 3 offers a great template to provide your child with the structure s/he craves. You don?t want to dampen the creativity of writing, so it should not be rigidly enforced. But establishing a foundation with ?The Magic of 3? can help some kids find the comfort zone they need to take the stress out of writing.

*For 4th grade and above, a long sentence = 10-25 words.
