As Roe v. Wade Turns 40, Foes Focus on State Capitols

President Obama?s re-election bid emphasized abortion rights more than any other presidential campaign in history, warning women that their reproductive freedom was at stake on Nov. 6.

But while Obama picked Supreme Court justices believed to support abortion rights and backed federal funding for Planned Parenthood, state legislatures quietly passed a record-setting number of restrictions over the past two years, according to the Guttmacher Institute.

As the Supreme Court?s Roe v. Wade decision turns 40 years old on Tuesday, the debate over abortion rages on in state capitols from Richmond to Phoenix.

?The front lines of defending those rights are really in the state capitols while there?s a bit of a stalemate on reproductive issues at the federal level,? said Anna Scholl, director of ProgressVA, which opposed Virginia?s widely publicized new law requiring women seeking abortions to undergo ultrasound exams. ?The states are where the decisions that affect women, the soccer moms in the suburbs, are really happening.?

The burst of anti-abortion legislation followed the 2010 election, when Republicans picked up roughly 675 legislative seats, the biggest gain by either party in decades. The GOP controlled 26 state legislatures, and in most of those states, the governor?s mansions, too. ?They really upped their numbers and hit the ground running,? said Democratic pollster Celinda Lake.

The Republican Party held onto its majority in most states in the 2012 election, offering abortion opponents no reason to slow down. But the success of President Obama and his allies in portraying Republican challenger Mitt Romney as an extremist who would ?turn back the clock? for women serves as a cautionary tale to the 36 governors who will face re-election in 2014.

?Voters in these states are concerned about schools and jobs, and a lot of governors will be walking a tightrope trying to moderate their image,? Lake said. ?They may decide to back off and not take the risk.?

That seems to be the posture of the Republican leadership in the Virginia Assembly, which faced a huge outcry over the ultrasound bill and new rules regulating abortion clinics last year. While a subcommittee last week declined to take up repeals of those laws, Family Foundation President Victoria Cobb said ?there will be nothing else.? ?

?We certainly would have liked to see the legislature move forward in advancing the cause of life, but there?s no interest,? Cobb said. ?The sentiment is that we need to focus on other issues like education and transportation.?

Even if the Republican leadership sidesteps women?s health issues, there?s little doubt abortion will shape the governor?s race in 2013, which will feature Democrat Terry McAuliffe, a former chairman of the national party, against Attorney General Ken Cuccinelli, a leading abortion foe. Democrats are also expected to bring up the issue in Pennsylvania, where Republican Gov. Tom Corbett defended his support of an ultrasound bill saying, ?You just have to close your eyes.?

While the anti-abortion bills passed in Virginia grabbed the biggest headlines last year, 18 states restricted access to abortion services last year, according to the Guttmacher Institute. Arizona led the charge with seven anti-abortion bills, while Kansas, Louisiana, Oklahoma, South Dakota and Wisconsin each enacted at least three measures.

In a sign that NARAL Pro-Choice America may be taking a more aggressive stance, the national abortion rights group recently announced that its new president will be Ilyse Hogue, a former leader of MoveOn.org, a liberal advocacy group known for in-your-face tactics. ?This is a critical moment to engage a new general of young people in the conversation about what choice means in a modern age,? Hogue said in a written statement.

Among adults younger than 30, only 44 percent know that Roe v. Wade legalized most abortions, a new Pew Research Center poll found. Mariah Humphrey, a 20-year-old student at George Mason University, said she didn?t know the name of the court decision ?but I know women had to fight for that right.?

She and two other friends were walking through campus Friday morning on their way to a party celebrating President Obama?s inauguration. ?I don?t have a personal connection to the issue of abortion but I knew Mitt Romney was threatening that right and that was discomfiting that it might be taken away," she said. "It was a little scary.?

In the Pew poll, 63 percent said they do not want the Supreme Court to overturn Roe v. Wade, a level of support unchanged from surveys conducted ten and 20 years ago. But the percent of people who said abortion ?is not that important compared to other issues? is on the rise.

?It?s a challenge and an opportunity for women?s health advocates because a lot of women aren?t aware of how those rights can be chipped away until they are non-existent,? Scholl said. ?We are looking to get back on offense because we?ve been really pushed back on our heels.?

NEW YORK (AP) ? An esteemed religious counselor in New York City's ultra-orthodox Jewish community was sentenced Tuesday to 103 years in prison for molesting a girl who came to him with questions about her faith.

Nechemya Weberman was convicted in December of 59 counts, including sustained sexual abuse of a child, endangering the welfare of a child and sexual abuse. He testified in his own defense, saying he "never, ever" abused the girl, and maintained his innocence at sentencing.

His trial put a spotlight on the ultra-orthodox community and its strict rules that govern clothing, social customs and interaction with the outside world. Brooklyn is home to the largest community of ultra-orthodox Jews outside Israel, more than 250,000. Both Weberman, 54, and the accuser belonged to the Satmar Hasidic sect there.

The girl's school had ordered her to see Weberman because she had been asking questions about her religion and was dressing immodestly in violation of customs, and he was help her get back on the right path. Weberman wasn't a licensed counselor but spent decades working with couples and families in his community.

The accuser, now 18, had testified that Weberman abused her repeatedly behind his locked office door from the time she was 12 until she was 15.

"I clearly remember how I would look in the mirror," she said at Tuesday's sentencing, her small voice shaking. "I saw a girl who didn't want to live in her own skin, ... a girl whose innocence was shattered, ... a girl who couldn't sleep at night because the horrifying images of the recent gruesome invasions which had been done to her body kept replaying in her head."

She said she was "sad girl who so badly wished she could have lived a normal young teenage life but instead was stuck being victimized by a 50-year-old man who forced her to experience and perform sickening acts for his sick sense of pleasure again and again."

She said she was speaking for many others who had been victimized by Weberman, but lacked the courage to come forward. Weberman hasn't been charged in any other molestation case.

But the girl expressed hope that by coming forward, she could give strength to other victims of sexual abuse. The Associated Press typically doesn't identify people who say they are the victims of sexual assault.

Her husband, Hershey Deutsch, spoke to reporters and TV news cameras outside court, recounting through tears how difficult it was to watch her struggle with coming forward.

"She definitely feels relief. She can sleep more tonight," he said.

Judge John Ingram praised the teen's courage, saying he also hoped it would set an example for other victims of sexual abuse.

"This message should go out to all victims of sexual abuse: Your cries will be heard. Justice will be done. You should report," the judge said.

The teen and her family have been harassed and ostracized, reflecting long-held beliefs that any conflict must be dealt with from within. During the trial, men were arrested on charges they tried to bribe the accuser and Deutsch to drop the case. Others were accused of snapping photos of her on the witness stand and posting them online. Those cases are pending.

"We still get threats but this is not going to change anything," Deutsch said. "We're here to protect the future and the future of our children."

The court received dozens of letters from supporters of the defendant. They described his life in the community as a counselor and a father, and many proclaimed his innocence.

One said jailing Weberman would be "a loss of great magnitude for our family, in particular, to mankind in general."

Weberman said "no thank you" when asked if he wished to speak. He and his wife had no visible reaction to the sentence.

"Nechemya Weberman is innocent of the crimes charged," defense attorney George Farkas insisted at the sentencing. They said they would appeal immediately. "He stands ready to be vindicated."

As Weberman was being led from the courtroom in handcuffs, he looked toward his family and other supporters, smiled and nodded. The top charge carried a sentence of 25 years; he got consecutive terms for some of the other lesser charges.

The defense argued that the girl was angry that Weberman had told her parents she had a boyfriend at age 15, forbidden in her community. Defense attorney Stacey Richman said the case boiled down to a simple "he said, she said," and the girl was a petulant, calculating liar.

"The only evidence in this case of sexual abuse is the word of" the accuser, Richman told jurors. "She's making things up in front of you as they occur."

But the jury took just hours to convict Weberman on all counts on Dec. 10.

The Satmar sect is one faction clustered mostly in the Williamsburg neighborhood. The group has its own ambulances, volunteer police and rabbinical courts, and they are discouraged from going to secular authorities.

Brooklyn District Attorney Charles Hynes said he hoped the case would persuade other victims to come forward. Hynes has been accused of overlooking crimes in the community because he was too cozy with powerful rabbis, a charge he vehemently denies.

Judge Ingram on Tuesday urged detractors to leave the girl alone to live a good life with her husband.

"This cannot be tolerated in a free society," he said.

Royal Meteorological Society 2nd Amateur Conference | Royal ...

We are pleased to announce the Royal Meteorological Society 2nd Amateur Conference will be held on the weekend of 13 to 15 September 2013 at the University of Reading.

The Conference aims to look at how the weather impacts our lives ? from weather observing and photography, to sharing our passion of meteorology with others. It is planned that the programme will include keynote contributions from both professional and amateurs.

The RMetS, COL, The Cloud Appreciation Society, and TORRO are among the groups that will be involved in the meeting, which is open to all with an interest in the weather and climate, including observing and photographing the weather. The conference immediately follows the 13th Annual Meeting of the European Meteorological Society (EMS) and the 11th European Conference on Applications of Meteorology (ECAM) also being held at the University of Reading, and we are keen to attract a European audience to our Amateur Conference.

There will be several keynote talks and the programme will also include a visit to a weather station, poster sessions, exhibition and a conference dinner.

New California Real Estate Laws Affecting Palos Verdes Homes ...

Earlier this week, I had an opportunity to hear Gov Hutchinson (California Association of Realtors Assistant General Counsel) speak at the Palos Verdes Board of Realtors meeting.? The California Legislature passed 870 new laws in 2012 and 80 of the laws were real estate related.? I attend three or four legal updates a year to stay current on changes.? Below are some of his comments:

1) If a tenant or seller leaves their possessions worth more than $700, the landlord or new buyer must continue to store them or have a public sale (with notification) and can deduct costs and commissions before sending the balance to tenant/seller. If possessions are worth less than $700, they do not have to be stored/saved.

2) If you are renting out a room in your own house, you are exempt from Fair Housing laws.

3) Mortgage debt forgiveness (to avoid taxes) was extended one more year and it must have been your primary residence at time of sale.

4) With a judicial foreclosure, the bank can sue for the deficiency and borrower has 1 year to buy it back.? Judicial foreclosure is waived if you have refinanced after January 1, 2013.

5) A bank cannot foreclose while a? homeowner is doing a loan modification.

6) Only a Realtor or Attorney can do loan modifications for homeowners (other than homeowner working directly with lender) and may not collect a fee up front.

7) A Homeowner?s Association cannot have a ?no pets? rule.? They must allow a minimum of one pet.

8) A FHA/VA buyer will not lose his deposit if property does not appraise even if the contingency is removed.

9) In a short sale, if it is owner occupied and the property is in foreclosure and the buyer is an investor, a special purchase agreement must be used.

10) If a landlord?s property is in foreclosure, he must give new tenants notice of his default and that tenant will receive a 90-day notice to vacate (instead of normal 30 or 60 day).

11) For commercial properties, if building generates more than 4 cubic feet of trash, landlord must recycle if city doesn?t require it themselves.

12) A certified Access Specialist must certify commercial property is in compliance before it may be leased out.

13) Seller of commercial properties must disclose to buyer the cost of utilities and how it compares to other similar commercial properties.
